Usually, this thick fuel does not get along well with most engines to burn as it should be heated before it combust and thus this fuel can be used for large vehicles.
Bunker oil usually brings in oil spills, and thus banning the substance for usage is the best option. It is difficult to clean up, coats birds and shorelines very effectively as it are very dense. They carry a list of contamination, resulting as a serious environmental hazard when it spills. However, the positive side is that it is very cheap and many companies would lobby against any proposed ban.
